Responsibilities

As a Health Technicianassigned to the Pathology Service for the North Florida/South Georgia VA Healthcare System, the incumbent performs a wide variety of duties and responsibilities within the Jacksonville Outpatient Clinic. The incumbent performs work in a clinical laboratory providing a range of diagnostic functions to include blood-drawing procedures, assisting patients and specimen processing. Other duties include, but are not limited to:

  • Performs work in a clinical laboratory providing a range of diagnostic functions to include blood-drawing procedures, assisting patients and specimen processing.
  • Performs a range of diagnostic support duties such as taking and labeling specimens for the laboratory.
  • Adheres to safety, infection control and universal precaution at all times while drawing blood, to include such things as site preparation, removing tourniquets, wearing gloves and protective gowns and following all isolation procedures while drawing patients.
  • Maintains records for routine patient test or laboratory transactions.
  • Receives samples for testing into the laboratory; labels specimens, centrifuges samples and distributes them to the appropriate area. Work Schedule: Monday-Friday, (06:30 am- 5:00 pm) 40 HR work week; Saturdays (07:30 am - 11:30 am) as needed. Position Description Title/PD#:Health Technician/GS-0640-05 Physical Requirements: The physical demands are primarily standing and walking, but also some bending, lifting, and carrying light items. This work requires average agility and dexterity.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

GS-05 grade level: One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:

documented experience in technical medical laboratory support work such as performing pre-analytic specimen processing functions test and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or b) technical support work in a closely related field, e.g. biological laboratory.

OR

Applicants may substitute education for the experience required for the GS-05 level. Must possess a 4-year course of study above high school leading to a bachelor's degree with courses related to the occupation.

OR

Applicants may also combine education and experience to qualify at the GS-05 level.

To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

Preferred Experience: Phlebotomy experience within the last two years.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
